Man charged with OWI and possession.
-Vincennes police investigated an operating while intoxicated incident at 2nd and Swartzel at 3:45 this morning. Arrested was 37-year-old Nicholaus Adkins of Ivel, Kentucky. He’s charged with OWI with a prior conviction, possession of a syringe and possession of paraphernalia.
