Sumner Police are investigating an accident which led to a two-year-old boy falling into a flooded culvert Monday night. Emergency crews were called to the 100 Block of East Locust Street in Sumner just before eight p.m. Reports say two year-old Thomas Willoughby was playing with his brothers when he fell into the culvert. Thomas was forced under by the rushing water before being removed from the culvert three to five minutes later. He was taken to Lawrence County Memorial Hospital before later being transferred to Riley Children’s Hospital in Indianapolis. Police say the boy was being supervised right before the accident. Thomas Willoughby was listed in critical condition.
